The bosses are aware of the issue which has been caused by the recent change that expands the youth academy to 12 slots. They're working on it when they have time. In the meantime, youth reports are still OK on exactly the day the scouts return, so we're all just going to have to make sure we check our youth reports frequently.
Not ideal I know, but at least you're not alone in having to deal with it
