Youth Problem.
So I have a 13 yr old youth (gk) in the academy with 14 days remaining on his contract. I get a message,

Youth player's () contract expires in days.

When I view the player there is nothing there to offer him a contract.

Is this a bug?

I am guessing yes... you can only renew when there are 10 days left not 14

And have you promoted (or tried to promote) a youth recently?

Only the 1.

Yes, I tried to promote a player the day before (I think) who declined.

Deleted the message instantly out of utter disgust.

I think the message you got was about the youth who declined promotion.

I further think the message will have appeared not in your inbox but in your 'to do' list under the manager tab.

That always happens and the message disappears when his contract would have been up.

It is a long standing display bug.
